The recent announcement by National Grid regarding their Western Link 2 proposal has sparked a heated debate about the future of Wales' energy infrastructure and the potential impact on its picturesque landscapes. Personally, I find this development particularly intriguing, as it raises a myriad of questions about the strategic planning and environmental considerations behind such large-scale projects. What makes this case especially fascinating is the apparent contradiction in National Grid's approach, where the need for a sub-sea electricity link between Scotland and Wales seems to overshadow the potential environmental and aesthetic consequences of building a network of pylons in Wales. In my opinion, this scheme highlights the complex interplay between energy security, environmental sustainability, and the public's perception of infrastructure development. From my perspective, the proposed Western Link 2 project is a prime example of how energy planning can be a double-edged sword. On one hand, it aims to address the pressing issue of connecting Scotland's offshore wind farms to the grid and alleviating capacity constraints at the border, which could potentially reduce the economic burden of turning turbines off. However, the plan to land the sub-sea cable in north Wales, specifically at Pentir in Gwynedd, has sparked controversy. One thing that immediately stands out is the apparent shift in National Grid's strategy. In 2024, John Pettigrew, the then CEO of National Grid plc, revealed that there was a case for getting power out of north Wales, even without Western 2. This seems to contradict the earlier claim in 2022 that a holistic transmission solution was needed for mid Wales due to the potential of onshore wind opportunities. What many people don't realize is that the proposed landing site at Pentir was initially presented as 'for illustrative purposes'. However, a recent screening study by National Grid found that Baglan, in Neath Port Talbot, could be just as feasible a landing site as Pentir. This raises a deeper question: why was Pentir chosen as the landing site if it was not the most practical option? A detail that I find especially interesting is the potential connection to the proposed Wylfa nuclear power station on Anglesey. If the project is feasible to connect Scotland to south Wales subsea, why is it necessary to connect north Wales to south Wales by onshore pylons? Is it an 'insurance policy' in case the Green Gen projects fail to be consented? The upcoming update to the Holistic Network Design (HND) and the introduction of the 'transitional Centralised Strategic Network Plan' (tCSNP) add another layer of complexity to this debate. The HND initially proposed Western 2 with a capacity of 2GW, but the updated HND doubled the capacity, showing it as a separate cable into Bodelwyddan. NESO, the National Energy System Operator, seems to be indifferent to the landing site, but the issue of pylons through Eryri (Snowdonia) could be a significant stumbling block. With the capacity upgrade of the Pentir Trawsfynydd line, there will be four circuits from Pentir to Connah's Quay, each with a capacity of 2-3GW. Considering the 4GW coming in from Scotland, the 4GW from Wylfa, and the approximately 3GW from the Irish Sea, one might question the necessity of onshore generation. This scheme raises a host of unanswered questions and concerns. Why was there a case for getting power out of north Wales without Western 2? Why was Pentir chosen as the landing site when Baglan is just as feasible? And, most importantly, how can we balance the need for energy security with the preservation of Wales' natural beauty? The answers to these questions will shape the future of Wales' energy landscape and the public's perception of infrastructure development. Personally, I believe that this debate is a crucial step in the right direction, as it forces us to confront the challenges of energy planning and the potential environmental and cultural impacts of such projects. It is a call to action for a more sustainable and thoughtful approach to energy development, one that considers the long-term implications for both the environment and the community.
